Leadership Team

Timothy Looney, M.S., M.B.A.

President & CEO

Tim has over 30 years of experience in medical device development, including scope definition, design, schedule and risk management, international operations, and quality systems. Prior to founding Northeast Biomedical, Tim held leadership roles at Creganna-Tactx Medical, CorNova. He has also held senior technical staff positions at several other companies.

He is also a Senior Adjunct Faculty Member at the University of Massachusetts–Lowell, where he teaches courses in medical device design and new product development.

Philip Andrusin, M.S.

Vice President of Engineering

Phil leads engineering execution across NEB projects, with deep expertise in electromechanical systems and instrumentation. His background includes roles at Medica Corporation and EMC, and he specializes in sensor integration, microprocessor-based systems, and analog circuit design.

Elizabeth Nelson, Ph.D.

Director of Research & Development

Elizabeth is an engineer and project leader with a passion for early-stage innovation. Since 2003, she has focused on integrating Design for Six Sigma (DFSS) and Design for Manufacturing (DFM) into medical R&D. Her ability to turn high-level concepts into structured development plans has guided many successful projects.

Jack O'Callaghan

Director of Business Development

With 25+ years of experience in medical sales, marketing, and training, Jack is responsible for building strong client relationships and ensuring project alignment with customer goals. Previously, he was VP of Sales & Marketing at LDI Medical and brings a strategic, hands-on approach to business growth.

Jeremy Bernier

Director of Operations

Jeremy joined NEB in 2021 and oversees operations, systems, and cross-departmental coordination. Previously, he served as VP of Operations at Electrochem, supporting energy technologies for NASA, DOD, and DOE contracts. He also held administrative leadership roles at Woodard & Curran.

Yves Erilus

Business Development

Yves serves as the Business Development Representative, bringing over 20 years of sales experience.  Now in his first year in medical sales, Yves is driving business growth by identifying and engaging new prospects. He is involved with product demonstrations, delivers tailored sales presentations, and works closely with potential clients to showcase our solutions. Beyond the sale, Yves supports the Engineering team to ensure a smooth transition and post-sales support in helping long-term revenue growth.

Education: BS in Criminal Justice minor in Legal Studies, University of Massachusetts - Lowell

Toni DeLuca

Technical Operations Supervisor

Toni brings extensive hands-on experience in regulated manufacturing environments, with a strong background in clean room assembly, instrumentation, and production operations. She collaborates cross-functionally with engineering, quality, and operations teams, contributing practical manufacturing insight that supports quality, efficiency, and on-time delivery across the product lifecycle.

Athena Osbourne, M.S.

Principal Product Development Engineer/Engineering Manager

Athena has been with NEB since 2012, contributing to catheter design, instrumentation, and automation projects. She holds an Engineer-in-Training certificate in NH and previously worked with TE Connectivity and KMC Systems.

Scott Hamlin

Principal Product Development Engineer/Engineering Manager

Scott is a forward-thinking engineer with more than 18 years of experience in medical device development including process development, design, product commercialization and project management. He has a diverse background with experience in both R&D and manufacturing with an acute sense of the importance of design for manufacturability early in the development process in order to set up for future successes in later product development phases.

Roger Labrecque, MS

Principal Product Development Engineer

Roger is a medical device engineer with over 25 years of experience, holding 20+ U.S. Patents. He specializes in design control, product development, ePTFE processing and quality management systems, with a strong track record of leading teams developing innovative technologies. Roger brings a deep technical expertise and passion for advancing medical device performance and safety.

Bill Siopes, M.Sc., MBA

Principal Product Development Engineer

Bill is a seasoned technical leader with over 20 years of experience in medical device development with expertise in plastics engineering, polymeric materials, and medical electronic equipment. His background spans R&D, manufacturing, and strategic operations, including IV therapy, respiratory devices, implants, and energy-based surgical systems.

He has built and led cross-functional teams across all stages of product development, from concept through FDA submission and commercialization. Bill has held leadership roles at Medtronic, Laborie, and several early-stage ventures. He is also a certified Design for Six Sigma Black Belt and RJG Master Molder.

Mitch Baker

Senior Product Development Engineer

Mitch brings a background in both manufacturing and design, including tool & die development and complex electromechanical systems. His work includes test equipment, mold tooling, and plastic part design. Prior roles include Associated Environmental Systems, Smiths Connectors, and Carling Technologies.

Kaylin Donoghue

Design Quality Engineer II

Kaylin is a biomedical engineer with versatile experience in quality engineering across the full product development lifecycle. Her work spans design controls, risk management, verification and validation, supplier qualification, nonconformance investigations, CAPA, and quality system implementation in alignment with ISO 13485 and FDA 21 CFR 820. She supports a wide variety of device types and development stages, contributing a thoughtful, risk-based perspective to regulatory compliance and quality strategy. Kaylin brings a practical, solutions-oriented approach that supports both early-stage innovation and ongoing manufacturing operations.

David Kimball

Product Development Engineer II

Dave spent nearly 10 years as a dealership automotive technician prior to returning to school to pursue a career in engineering. Since joining NEB in 2024, he has been a strong resource for projects involving electromechanical, manufacturing and prototyping work.

Skylar Murphy

Product Development Engineer

Skylar supports NEB’s engineering team with a focus on design, prototyping, and early-stage product development. She recently graduated from UMass Lowell with a degree in Biomedical Engineering and brings a strong foundation in CAD, testing, and medical device design.

Kellen Jordan

Product Development Engineer II

Kellen Jordan is a skilled engineer who spent two years at Axcelis Technologies designing electrical test systems for semiconductor equipment. Now, as a Product Development Engineer at Northeast Biomedical, he applies his expertise in circuit design and system integration to drive innovation in medical device development with precision and reliability.

Ethan Cohodas

Product Development Engineer III

Ethan is a mechanical engineer with a background in product sustaining and manufacturing within the medical device industry. He has led a CAD team supporting patient-specific orthopedic implants and instruments and has directed many IQ/OQ/PQ validations for injection molding processes in high-volume manufacturing of medical device, diagnostic, and drug delivery products.

Benjamin Walters

Product Development Engineer II

Ben is a mechanical engineer with a foundation in biological research and implantable cell therapies. His experience spans catheter design, instrumentation development, and statistical analysis. He has previously worked at Boston Children’s Hospital and the Langer Lab at MIT.

Will Donohue

Design Quality Engineer

Will is a biomedical engineer with a concentration in cell & tissue engineering. He previously worked as a co-op for EnClear Therapies, focusing on medical device design and development. His work is mainly centered on quality engineering tasks in line with ISO13485 standards as well as supporting the engineering team with device testing.

Katie Burke

Product Development Engineer

Katie is a mechanical engineer with co-op experience at Fresenius Medical Care and Ambri Inc., where she excelled by driving meaningful contributions to projects across the product development lifecycle. At Northeast Biomedical, she plays an active role in translating early design concepts and requirements into functional, testable designs and hardware.

Education: B.S. in Mechanical Engineering from Northeastern University

 

Cheryl Bortnick, ME, CMDA, CQA, CSQE

Quality and Regulatory Specialist

Cheryl has over 25 years of experience in medical device quality and regulatory, including quality systems, regulatory submissions, design controls, risk management, software development, verification and validation, internal auditing, FDA inspections, Notified Body audits, etc. Prior to Northeast Biomedical, Cheryl held roles at large companies such as Roche Medical, Baxter Healthcare, and Boston Scientific as well as a number of mid-sized and start-up companies related to products performing Artificial Intelligence Imaging of human cellular material.

Marcella Hartai

Product Development Engineering Technician

Marcella has hands-on experience working with a diverse array of medical devices from biomechanical systems to catheters. She supports a wide range of R&D activities including prototyping, experimental testing, and data analysis, contributing across multiple stages of product development.
